South Africa Pay Rise April 2025: New Salary Structure And Average Incomes Announced

With the clock ticking till that day, one April in the year 2025, say history, many connoisseurs scattered across South Africa will be witnessing salary changes, some hardcore economic changes, while others almost peripheral. Touching almost any sector and income group, it will probably be to counteract economic excesses or improvements for workers generally across the South African landscape.

Public Sector Pay Increases

This brings at a public service salary increase of 5.5% to these employees for the financial year 2025/26. According to the 2025 Budget Review of the National Treasury, R23.4 billion is being provided for over three years to fund this wage agreement, which was beyond its forecasting.

With this increment, entry-level salaries for teachers would be moved from R154,671 a year to almost R163,178 in a year, which amounts to approximately R13,600 a month.

Changes To The National Minimum Wage

The other changes are affecting national minimum wage floors. National Minimum Wage Floors have been risen to R28.79 per ordinary worked hour with effect from 1 March 2025 from R27.58. Althought a little short of what the National Minimum Wage Commission recommended, this hike of 4.38% manages to have the sometimes conflicting goals of fair paying for the employees and at the same time bearing the reality of what the economy can afford.

The Following Sectors Have Had Specific Adjustments:

  • Expanded Public Works Programmes: Increase from minimum hourly rate from R15.16 to R15.83.
  • Contract Cleaning Services
  • In the metropolitan areas, i.e., Cape Town and Johannesburg: Minimum hourly rate fixed at R31.69. 
  • In all other areas, reduced to R28.89 per hour. 

Revisions To The Earnings Threshold

The earnings threshold at which the Basic Conditions of Employment Act (BCEA) applies is defined as R261,748.45 per annum effective from April 1, 2025, up from R254,371.67. It serves to delineate the threshold for applicability of certain labour law provisions in respect of conditions around overtime pay, working hours, and related matters. 

Initiatives By Private Sector

Some financial institutions are also reviewing their respective pay structures. An example is Absa, which will soon also hike its minimum salary by the aforementioned amount to over R20,000 a month as from April 1, 2025. The overall pay settlement of the bargaining unit would not, however, suffice to give the 8.7% increment to this rise. Instead, it reflects the responsibility of the institution toward its employees. 

Effects On Employees 

Nevertheless, these salary changes will restore the purchasing power of South African workers against inflation and the rising costs of living. However, tax experts believed that at least a 5% salary raise would be needed for employees to maintain the current spending power without any commensurate adjustment of the personal income tax brackets for 2025.
